CLP Government greenlights progress on Ammaroo Phosphate Project

The Finocchiaro CLP Government has approved a Mining Licence for Verdant Minerals’ Ammaroo Phosphate Project, paving the way for a world-class mining development that will deliver hundreds of long-term jobs, boost regional investment, and strengthen the Territory economy.

Ammaroo’s approval follows the granting of two mineral leases in March and represents a critical step towards construction and mining operations at one of the world’s largest phosphate resources.

Verdant estimates the value of production over the life of the mine to exceed $15 billion.

Minister for Mining and Energy Gerard Maley said the CLP Government’s focus on fast-tracking approvals and driving economic growth is delivering results across the Territory.

“This approval highlights the CLP Government’s commitment to supporting major projects that deliver jobs, investment, and long-term economic benefits for Territorians,”

          said Minister Maley.

“Securing the mining licence puts Verdant Minerals’ Ammaroo Project firmly on track to reach Final Investment Decision and commence construction as early as mid-2027.

“Verdant Minerals has already invested more than $10 million locally on engineering, environmental and civil works and as the project progresses, Central Australian and Barkly businesses will continue to benefit from job opportunities, unlocking regional growth and rebuilding the Northern Territory economy.”

Located 200 kilometres south-east of Tennant Creek, the Ammaroo Phosphate Project is expected to create around 400 jobs during construction and 250 long-term operational roles over its 25-plus year mine life.
Containing more than one billion tonnes of phosphate ore, Ammaroo is strategically significant for both agricultural development and clean energy technologies.

Phosphate is a vital ingredient in fertilisers that supports food production and is also a key feedstock in the Lithium Ferro Phosphate (LFP) battery supply chain.

Headquartered in Darwin, Verdant Minerals has been working closely with the CLP Government to progress Ammaroo and establish the Territory as a reliable supplier of strategic minerals and fertiliser feedstock to global markets.

Verdant Minerals Managing Director Chris Tziolis said the licence approval is a major milestone for the project and reinforces Verdant’s commitment to pursuing this globally significant and advanced mining project.

“Mining approval from the NT Government is a major milestone for Ammaroo and clears the way for Verdant Minerals to advance the process of project financing to enable the construction of the first stage of the project, delivering local jobs, contracting opportunities, and long-term economic benefits across the NT,”

          Mr Tziolis said.

“Ammaroo will help strengthen regional phosphate rock supply at a time of global uncertainty. We’re ready to move from planning to execution and create a reliable, NT-made phosphate rock product for regional agriculture.”

“With this approval secured, we will now move swiftly to finalise project funding with our lenders and partners, paving the way for FID and a targeted construction start in 2027.”

Phosphate’s role in ensuring global food security and supporting the transition to low emissions technologies reinforces the project’s importance to both the Northern Territory and the nation.

“I congratulate Verdant Minerals on achieving this significant milestone,”

          said Minister Maley.

“Ammaroo will be a transformative project for the Barkly and Central Australia, and another example of the Territory powering the industries that drive our future.”

One of the companies driving economic growth in the Barkly region is Verdant Minerals.

The dynamic company is developing the Ammaroo phosphate project, 220 kilometres southeast of Tennant Creek.

Verdant has been granted two mineral leases for one of the largest undeveloped phosphate resources in the world. The leases are a critical step towards bringing a promising mining development closer to production and a milestone in strengthening the NT’s position as a leader in resource development.

Ammaroo will support 400 jobs in construction and 250 in production.

The project has an estimated mine life of at least 25 years and an estimated capital expenditure of $700 million. Phosphate is a critical component in many fertilisers used to increase agricultural productivity and global food security, reinforcing the strategic importance of the project.

Verdant Minerals is now in the final stages of securing its mining authorisation, which when granted will allow construction and other site works to begin.

Verdant Minerals’s Managing Director Chris Tziolis says now that the project has consent from the Northern Territory Government and native titleholders the company has “crucial certainty” to progress financing.

“We thank the NT Government for their continued support of the project, and we welcome steps taken by the new government to progress projects like ours.”

NT Minister for Mining and Energy Gerard Maley says:

“This is a significant milestone in progressing a world-class resource project that will support jobs, drive investment and strengthen the Northern Territory’s position as a leader in resource development.“The Ammaroo project will deliver real benefits for local communities and businesses.”

Ammaroo is capable of producing long-life, high-quality, ethical fertilisers to support the world’s growing food demand. The project has a resource of one billion tonnes of phosphate, the largest JORC compliant phosphate resource in Australia and one of the largest undeveloped phosphate resources in the world.

Verdant announced discovery of the Barrow Creek 1 phosphate resource in late 2010. In 2013, the company acquired Central Australian Phosphate and aggregated the adjacent and contiguous resources to form the Ammaroo resource.

Ammaroo lies on pastoral lease land under native title held by three Aboriginal corporations – Kaytetye Alyawarr Awenyerraperte Ingkerr-wenh, Eynewantheyne and Kaytetye Tywerate Arenge.

Verdant has finalised an Indigenous land use agreement with native titleholders and is working with all native titleholders and the Central Land Council to protect cultural heritage and provide compensation, commercial, training and employment opportunities for local people.

In 2018, the company successfully completed a feasibility study on the export of phosphate concentrate from Ammaroo, which confirmed the technical and economic potential of the resource.

There are major markets in Asia as well as a significant domestic market in Australia, which are largely serviced by imports from China, Northern Africa and the Middle East.

Ammaroo is well located – there is a rail link to Darwin Port, which offers access to markets in India, South East and North East Asia to the north and Adelaide to the south.

This significant milestone advances one of the world's largest undeveloped phosphate resources, located about 220km southeast of Tennant Creek.

Acting Chief Minister and Minister for Mining and Energy, Gerard Maley, stated, “This is a significant milestone in progressing a world-class resource project that will support jobs, drive investment, and strengthen the NT’s position as a leader in resource development.”

The project promises approximately 400 construction jobs and 250 operational jobs, driving local economic benefits and supporting global agricultural productivity. Verdant Minerals is nearing the final stages of securing its Mining Authorisation, which will enable construction to commence.

          Minister Maley highlighted,

“The Finocchiaro CLP Government is backing the resources sector because it is the backbone of our economy and a key driver of long-term prosperity for the Territory.”
